The Australian Standards as referenced by the NCC-BCA
The NCC doesn’t provide comprehensive specifications for every aspect of building design and construction, including plumbing and drainage systems. Therefore, it relies on other sources of information, known as NCC referenced documents, to supplement its guidelines. These documents may include Australian Standards, ABCB protocols, ABCB standards, and other publications.
NCC referenced documents come in different forms, with primary referenced documents being those directly referred to in Schedule 4 of the NCC. Secondary referenced documents are those referenced in primary referenced documents, while other referenced documents are referred to by secondary and subsequent documents.
The National Construction Code (NCC) is the primary set of technical standards for building design and construction in Australia. It sets out the minimum requirements for the design and construction of buildings to ensure they are safe, healthy, and sustainable.
The Building Code of Australia (BCA) is a part of the NCC and sets out the minimum requirements for the design and construction of buildings, including structural, fire safety, and accessibility requirements. The BCA specifies “what” is required, and Australian Standards specify “how” something is to be done.
Australian Standards are developed by industry bodies, technical experts, and government agencies to provide guidance on best practice in a particular field. They cover a wide range of topics, including materials, products, systems, and design methodologies. Australian Standards are referenced in the NCC and are used as a basis for ensuring that buildings are designed and constructed to a high standard.
It’s important to note that Australian Standards have legal status only when they are referenced in legislation, mandatory codes of practice, or contract documents. This means that compliance with Australian Standards is often required by law or contract, and failure to comply can result in penalties or legal action. The Australian Building Codes Board is responsible for the NCC and regulatory reform in the construction industry, including the adoption of new Australian Standards as required.
